Discussion of Macau Land Concession Moves On

The eventual committee of the land concession system yesterday moved to discuss policy orientation and specific executive measures after the government presentation was completed.

According to president of the Eventual Committee for the Analysis of Public Regimes and Land Concessions, Kou Hoi In, the government had finished introducing its proposal during the last meeting, and the committee started to identify any specific problems yesterday before carrying out in-depth discussion and analysis on each of the issues.

The issues brought up yesterday, Mr Kou said, were mainly about the position of the government in implementing land concession policies in accordance to the current social development, as well as setting up specific executive measures to ensure the system could be carried out effectively in line with law.

The eventual committee believed that the government had to affirm its position and approach in order to have the land concession blueprint outlined that is complimentary to social needs.

During the progress, the government also had to further increase the level of transparency so that the public would be given the chance to have a closer look on the government policy orientation.

This, Mr Kou said, is one of the topics the committee will study thoroughly in the next stage.

In addition, the committee questioned how economic planning and the land concession scheme could accommodate each other.

For example, land concession used to be very much inclined to the gaming and tourism industries in respond to the government development strategies, Mr Kou said. However, he pointed out that this policy should be updated when the industries had been developed after a certain period of time.

On the other hand, the eventual committee brought up the significance of formulating specific implementation measures which would be exercised to monitor the effectiveness of the land concession policy, Mr Kou said.

These include land lease concession and its transfer, modification and exchange which the committee will explore later.
